Subject: [PATCH] wezel: Add GitHub Actions runner (#64402)

This PR was created by [Wezel](https://wezel.build) to run assigned
experiments in GitHub Actions. After merging it, add the runner token as
the `WEZEL_RUNNER_TOKEN` repository secret.
