✅ Elixir LS update -
[PR](https://github.com/zed-extensions/elixir/pull/115) merged
Release Notes:

Adds a section on how to configure Zed to use a custom Expert build.
There's already [*some*
docs](https://zed.dev/docs/configuring-languages#possible-configuration-options)
on how to do this, but I think it's important to make it clear that the
`--stdio` flag is also required for expert.
Release Notes:
- N/A
## Context
- Mention support for EEx templates
- Rearranges a few sections (HEEx, `elixir-ls` workspace configuration)
- Corrects naming of HEEx and mention that language server
configurations also need to be applied to it (and EEx)
- Removes unnecessary instructions for how to install `elixir-ls` - the
extension has been able to do this on its own for a long time;
additionally, these instructions were very macOS-specific
- Demonstrates how to pass initialization options to `next-ls` and
workspace configuration options to `expert`
- Rewords the formatting with Mix section - all language servers already
use Mix for code formatting, so these instructions are only useful if
you work _without_ a language server
- Adjust Tailwind LSP configuration instructions
## How to Review
Check for typos and that the wording/structure of the new/reworded
sections is also good.

This PR replaces references to `language_overrides` in the docs with
just `languages`.
`language_overrides` is an alias for `languages`, and we want to move
towards just using `languages`.

This allows the workspace configuration settings to be passed to the
elixir-ls LSP via lsp settings.
This following example settings disable dialyzer in the LSP:
```
"lsp": {
"elixir-ls": {
"settings": {
"dialyzerEnabled": false
}
}
}
```
It follows the same pattern used in
[#8568](https://github.com/zed-industries/zed/pull/8568) and resolves
[#4260](https://github.com/zed-industries/zed/issues/4260).
Zed's language server logs show the settings are being sent to the
language server:
```
Received client configuration via workspace/configuration
%{"dialyzerEnabled" => false}
Registering for workspace/didChangeConfiguration notifications
Starting build with MIX_ENV: test MIX_TARGET: host
client/registerCapability succeeded
Registering for workspace/didChangeWatchedFiles notifications
client/registerCapability succeeded
Received workspace/didChangeConfiguration
Received client configuration via workspace/didChangeConfiguration
%{"dialyzerEnabled" => false}
```
Release Notes:
- Added workspace configuration settings support for elixir-ls language
server. Those can now be configured by setting `{"lsp": {"elixir-ls": {
"settings: { "your-settings-here": "here"} } }` in Zed settings.

This PR adjusts our docs to use plain Markdown quotes for callouts.
This Markdown gets rendered in a number of different locations:
- GitHub
- zed.dev
- mdBook
As such, we should use Markdown that is supported by all three.

This PR adjusts the heading levels in the docs, as some of them weren't
following the right hierarchy.
I also formatted all of the docs with Prettier.
