TypeId is effectively already a hash, so re-hashing it with fxhash is
unnecessary.

Thinking more on #52596, I realized the `entry` method needs a key by
value, which meant we were always cloning a path list even if it was
already in the map. This PR adds an `entry_ref` that takes the key by
reference and delays cloning the key until we know we're going to be
inserting.

This adds a collection that has a map-like API but is backed by vectors.
For small collections, this often outperforms a HashMap because you
don't have the overhead of hashing things and everything is guaranteed
to be contiguous in memory.
I hand-rolled one of these in `ProjectGroupBuilder` but this factors it
into its own collection. This implements the API that
`ProjectGroupBuilder` needed, but if this becomes more widely used we
can expand to include more of the `HashMap` API.

std commands can block for an arbitrary duration and so runs risk of
blocking tasks for too long. This replaces all such uses where sensible
with async processes.

When we refactored settings to not pass JSON blobs around, we ended up
needing
to write *a lot* of code that just merged things (like json merge used
to do).
Use a derive macro to prevent typos in this logic.

This is a follow up to #9436 . It has a cleaner API and generalized the
image_cache to be a generic asset cache, that all GPUI elements can make
use off. The changes have been discussed with @mikayla-maki on Discord.

This should prevent a class of bugs where one queries the wrong type of
global, which results in oddities at runtime.

We can also use these maps and sets in place of `SeaHasher` because
they are also deterministic. Note that we're not swapping std's
`HashMap` and `HashSet` wholesale inside of `collections` because
on the server we need cryptographically secure collections.
Add hidden_action_types to CommandPaletteFilter.
WindowContext.available_actions now returns global actions as well.
