Anthony EidandMax Brunsfeld 0cb1f3e20c agent: Block agent v2 feature on stable release channel (#53849) ...

Based on a partial revert of: 42351ee103

The main difference is instead of a feature flag we now check
`ReleaseChannel::Stable` != current_release_channel when the UI checks
if agent v2 (sidebar) features should be enabled.
