Danilo Leal b9dfcae0f9 git_ui: Fix scroll in commit view header (#58360) ...

Follow up to https://github.com/zed-industries/zed/pull/58274 — this PR
limits the height of the commit description in the header so that it
doesn't grow indefinitely pushing the diff multibuffer out of view.
